The Westchester-Putnam Workforce Development Board is soliciting Eligible Training Providers (ETPs) to provide training services as required by WIOA and the Ready to Work Initiative (RTW) as well as other funding sources through June 30, 2019. ETPs offer broad and diverse training opportunities that support the employment goals of Career Center job seekers. Career Center job seekers, subject to funding availability, are eligible to receive Individual Training Accounts (ITAs) to help get specialized training to find a new job or advance their careers. The New York State Eligible Training Provider List (NYS-ETPL) was established in compliance with Title 1 of the Workforce and Opportunity Act (WIOA) of 2014.
Applying to become an approved Eligible Training Provider is a three-step process:
Step 1:
Create your profile on the
NYS Department of Labor Website
Download the NYS-ETPL user guide if you require help.
Being approved by the NYS-ETPL, in itself, does not guarantee that funds are available for training. ETPs are required to report progress on a regular basis to the WPWDB for training they are providing under ITAs. Download the Progress Report Form.
Should you have any questions and or issues entering your organization’s information into the ETPL website, send an e-mail to etp@labor.ny.gov or call (518) 457-2372. After you register on the NYS DOL website, you will receive a confirmation e-mail when your application has been approved.
Step 2:
Create your profile on the
Westchester-Putnam Career Center Network
Now that you are listed on the NYS-ETPL and have created your profile on the Westchester-Putnam Eligible Training Provider Profile, you may sign in to populate and manage your course offerings.
Step 3: Submit your request to Westchester County to enter into a contract agreement.
Download and complete the W-9 and the Responsibility Questionnaire forms. Return both along with your organization’s certificate of incorporation (entity name on W-9 must match certificate of incorporation) by US mail or by e-mail to:

Online ETP Applications are processed every calendar quarter as follows: January 1, April 1, July 1 and October 1.
